I am most grateful for that careful explanation of the Government’s position on Clause 15, which is very important. I will have to read what she said about Amendment No. 191 and carrying ““at any time””. I thought that there was a difference between carrying an ID card and producing it. Clause 15(1) is solely about producing your ID card if you have one to access a public service. To be honest, I did not follow what the noble Baroness said when she made reference to someone applying for a public service under subsection (1). If he or she produces an ID card, surely that is an end of it. The social security office cannot say, ““Oh, that is not enough. We want more information””.
