I am confused, as the front page of the Bill carries a statement by the Chancellor of the Exchequer that I find difficult to reconcile with my hon. Friend’s argument:"““In my view the provisions of the National Insurance Contributions Bill are compatible with the Convention rights.””" Will my hon. Friend clarify the position?
