Government of Wales Bill
Let me make a little progress, please. The prime motivation for this appears to be the political interests of the Labour party in Wales. The Secretary of State and the First Minister have both said that, in respect of full law-making powers, we have to wait for the consensus. That is fine, but clearly there is no consensus whatever for the proposed change to the electoral system.
