Identity Cards Bill
My Lords, I am always more than happy to give the noble Lord, Lord Phillips, cause for celebration. The regulations mean that all regulations now have to be made by the Secretary of State, while giving the functions to other people. No one other than the Secretary of State or someone acting directly on his behalf will be able to do that. That was for no other reason but to give pleasure to the noble Lord.
