My Lords, I should clarify that that is not what the noble and learned Lord the Lord Chancellor said. I have the advantage of having a transcript of that interview. In relation to whether the cards should be compulsory, my noble and learned friend Lord Falconer said the following:"““Government policy is that it’ll be a matter for Parliament to decide whether they ultimately become compulsory””." In response to a second question from Mr Dimbleby, he further added:"““I think the government takes the view that to get the full benefits they will ultimately have to become compulsory””."
