Proceeding contribution from Lord McKenzie of Luton (Labour) in the House of Lords on Thursday, 26 January 2006. It occurred during Debate on bill and Committee proceeding on National Insurance Contributions Bill.
National Insurance Contributions Bill
I suspect, not often. That does not negate the process, does it? That always happens the year there is a majority government. I would have thought that it was routinely the case—I have not gone back over many Finance Bills—that legislation is changed and draft Bills are refined as matters are discussed. That is the safeguard. If there is a proposal to do something that it is suggested would be outrageous, I am sure that a government of my persuasion would not let it happen.
