Proceeding contribution from Lord McKenzie of Luton (Labour) in the House of Lords on Thursday, 26 January 2006. It occurred during Debate on bill and Committee proceeding on National Insurance Contributions Bill.

National Insurance Contributions Bill

Does the noble Baroness not accept that, if retrospection could apply only to the date of the announcement, given what has happened in recent years, that is likely to allow a range of schemes through to the detriment of the National Insurance Fund and the Exchequer?
