Proceeding contribution from Lord McKenzie of Luton (Labour) in the House of Lords on Thursday, 26 January 2006. It occurred during Debate on bill and Committee proceeding on National Insurance Contributions Bill.

National Insurance Contributions Bill

That is right in terms of tax legislation, but this will prevent the need for new primary legislation on a national insurance Bill. History has proved that it is difficult to obtain room for that in the parliamentary timetable.
