Proceeding contribution from Lord Newby (Liberal Democrat) in the House of Lords on Thursday, 26 January 2006. It occurred during Debate on bill and Committee proceeding on National Insurance Contributions Bill.

National Insurance Contributions Bill

I am extremely grateful to the noble Baroness and the noble Lord for that exchange, because I could not understand the clauses at all. Having reread the Explanatory Notes, I am no wiser. I suggest that, when future pieces of legislation like this come forward, there be a straightforward explanation of what is not explicable by a simple reading of the legislation. It would be useful to have a paragraph saying, ““This clause does the following things””. The Explanatory Notes wholly fail to do that.
