Natural Environment and Rural Communities Bill

I understood the noble Earl, Lord Peel, to ask me about the word ““spatial””; I did not think that he was asking me a question about the concept of regions. If he was, I apologise, but coming from the north-west of England I am aware that there are regions, and they predate the European Community, let alone the European Union.
