Company Law Reform Bill [HL]

I am very puzzled by the fact that my noble and learned friend is unable to respond because of a doctrine, which my noble friend Lord Clinton-Davis also mentioned, that this proposal is not for this Bill. If we want to put a duty on directors to give a full and fair account of what is going on in Angola or somewhere else, and if that is not to do with a company law Bill, is my noble and learned friend saying that it would be for another Bill? If so, I should like to know what sort of Bill. I am assuming that we think that something like this proposal is necessary. On the other hand, is my noble and learned friend saying that no UK Bill can carry this proposal? Everyone knows that company law Bills come around about once in a thousand years, and we will not be able to have another go at it tomorrow. I hope that my noble and learned friend does not think that I am being too disputatious if I ask him in a very friendly way whether he thinks that no UK Bill could deal with this or whether he thinks that it could be done not in a company law Bill but in some other Bill. He implied that it could happen in a tax Bill, but surely it could not happen in a UK tax Bill either because of the problem of jurisdictions. Will he rise to the bait in what I have just put to him?
