Proceeding contribution from Lord Greaves (Liberal Democrat) in the House of Lords on Tuesday, 28 February 2006. It occurred during Debate on bill and Committee proceeding on Electoral Administration Bill.
Electoral Administration Bill
If you cannot find out who has voted or who is purported to have voted in an election, there is no way you can begin seriously to investigate fraud if you are a candidate or member of the public who believes that fraud has been taking place. That is an absolutely fundamental piece of information to prevent election fraud.
