Electoral Administration Bill

I made it abundantly clear in my opening remarks that I recognise that the clause is permissive. I said, ““Although it is permissive””, and then I went on to explain. That needs to be clear because it rather looks as if I thought that the Electoral Commission will definitely get the job. I accepted at the outset that there is a way out of this and that the clause is permissive.
