Electoral Administration Bill

I am grateful to the noble Lord for giving way. First, I would love to hear his examples of things that he would not like to happen. Secondly, there is nothing creeping about this. We are hoping to be very clear about the purpose behind the measure. I gave an example, but it is always a mistake when Ministers make up examples on the spot. It was not a real example and I am not suggesting that CORE is there to provide services. I am simply saying that when governments put forward legislation that they want to last for a considerable amount of time, it is appropriate for them to take on board circumstances that might arise. We do not have real examples at this stage, but we are consulting people to see whether they believe that there might be some in the future. This is not an attempt in any way, shape or form to find clever ways of the Secretary of State clawing back money; it is simply an opportunity to recognise that in future there may be circumstances in which the provision can be used.
