I hope that the halls and premises of the ancient, respected Royal Antediluvian Order of Buffaloes are included in the exemptions. I am not clear how these valuations will be arrived at. Will estate agents’ valuations be used or will two or three persons have to visit every home in Northern Ireland? What arrangements will be put in place for householders to challenge a valuation, however it is arrived at? Who will have the final decision on the valuation, if it goes to arbitration?
