Electoral Administration Bill

I am sorry that I was not at dinner with the noble Lord, as we could have discussed the matter. I shall try to deal with that point first. When we discussed how CORE would work we said that the only people who would be entitled to access it would be those entitled to access the electoral register. We discussed the potential that in the future an individual might be able to amend their own details on CORE but that they would have to have some form of PIN or other kind of identifier to allow them to access the system, which would be part of the electoral registration system. We would seek to ensure that what the noble Lord has identified could not happen.
