Electoral Administration Bill
Is the noble Lord saying that he knows of a council where control is in the hands of a group that has turned a blind eye to fraudulent voting to maintain its majority? Is that what he is actually saying? That is what I think that the noble Lord, Lord Goodhart, was suggesting.
