I support my noble friend’s point. The concept of a benign fiddle may in certain circumstances be critical. I apologise to the Committee for referring again to February 1974, when the majority that I eventually achieved in the Bodmin constituency was nine. Throughout the day on 1 March, it appeared that the success or failure of the government of this country might depend on which way the count went. I have no knowledge whatsoever of whether there were any benign fiddles in Bodmin in 1974, but the point made by my noble friend is absolutely right. We should seek to remove all fiddles. Those are clearly most likely to occur in relation to postal and proxy votes.
