moved Amendment No. 22:"Page 8, leave out lines 10 to 15." The noble Lord said: It was my understanding that my noble friend was to move the amendment, but we understand that he is required elsewhere. In the circumstances, if I move the amendment, perhaps the Minister will respond and we shall do better next time. I beg to move.
