That is indeed a helpful answer. It means I will not have to move Amendment No. 30. Clearly we will have to study the draft directions between now and the next stage of the Bill and look at them with more care in the light of what the Minister has said in Committee. In the meantime, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
