I thank the hon. Gentleman for making that point, which he has made before in this Chamber and outside it. We did of course make changes to the use of population statistics to ensure that, alongside previous trends, future projections are taken into account to a greater extent in the new settlement—in part because of the point that he makes. The other point I want to put on record is that the Government are entirely dependent on the Office for National Statistics for population statistics, but no doubt the hon. Gentleman, like my hon. Friends, will want to monitor the situation as the two-year settlement period pans out.
