Before I reply to the amendments, I draw the Committee’s attention to the fact that on the table over there are copies of letters that I have put in everyone’s pigeon-holes, including copies of the three papers relating to herbal cigarettes. They respond to points that have been raised and people may wish to take copies. I am grateful to noble Lords for tabling these amendments, as they give me the opportunity to explain the Government’s intentions regarding the definitions of ““enclosed”” and ““substantially enclosed””.
