Health Bill
Can I go a bit further with regard to the Scottish similarities? It seems to me that there will be a problem if we mirror the Scottish Bill all the way through. To start with, the weather is different in Scotland; secondly, social customs are different in Scotland; and, thirdly, drinking customs and the relationship of drinking to smoking are different in Scotland. So I should be grateful if, in a minute, the Minister would make it clear whether we are going to follow the Scottish model. After all, Scotland’s Parliament is secondary to the national Parliament, and I would hope that we would not just follow what a secondary Parliament had done. In addition, I was not clear what the Minister said in relation to Wales as I did not quite catch it. I also want to press the Minister on the Government’s attitude to smokers, remembering that about a third of the nation’s population are smokers. They will not be inside the licensed premises; they will be outside, and they will want to smoke. I happened to go to my son’s stag do on Saturday in Richmond. As Members of the Committee will know, I do not smoke, but it is clear that the influence factor is permeating to Richmond. While some of the smokers were inside, it seemed to me that the majority were outside. So far as concerns the external structures, will the Government be as kind to the smokers as is reasonable or will we freeze them to death in an attempt to control and improve their health? I should be grateful if the Minister would clarify those two issues.
