Health Bill

As someone who regularly visits grandchildren in Scotland, I am well seized of the climatic differences between there and the drought-ridden south where we live, so I understand those differences. I do not wish to be drawn into discussing the cultural differences in drinking here and elsewhere, but the noble Lord, Lord Naseby, should know that we have no intention of totally mirroring the Scottish legislation, although there are some areas where it makes sense to be consistent with that legislation—and this is one of them. Equally, we are trying to ensure that we do not impose prescriptions in this area on the face of the Bill, so that the Welsh Assembly can make its own judgments—that is what devolution is all about and that is the context in which we are proceeding.
