Health Bill
The point that I am trying to make on costs is that the enforcement authorities—we shall come to this later today, if we ever get there—are effectively the local authorities. They will put in different costs for operating this legislation and we have reflected that in the range of figures that I have given to the noble Lord and other Members of the Committee. Clause 2 agreed to. [Amendments Nos. 9 and 10 not moved.] Clause 3 [Smoke-free premises: exemptions]:
