I hear what the Minister says. The issue is not whether any representations have been made, but I doubt that the communities that smoke these particular pipes are fully aware that they will be banned. As the Government are always telling us how much they consult numerous people up and down the country, I should have thought that, rather than waiting for someone to make a representation, they would have communicated with these communities saying, ““This is what is going to happen. Do you have any views?”” I am rather alarmed to hear that the Government have not done that but are waiting for someone in one of those communities to come forward. I just hope that some publicity will arise from this Committee stage to ensure that they make proper representations. I will certainly raise this again at Report because significant numbers of people will be affected. At the very least, they must be given the chance to make representations and to be listened to. I hope, from the Government’s point of view, that they will understand the reasons. I wonder whether they will. With that, I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
