Proceeding contribution from Lord Monson (Crossbench) in the House of Lords on Monday, 24 April 2006. It occurred during Debate on bill and Committee proceeding on Health Bill.

Health Bill

I added my name to this amendment because the issue here is surely one of proportionality. Even if one accepts the most exaggerated and absurd claims of the anti-smoking lobby—such as the one that I have seen published at least twice, to the effect that 3,000 people a year died in Scotland from passive smoking before the passing of the new Act, which of course was not the case—it cannot seriously be claimed that people smoking on stage for valid artistic reasons leads to members of the audience or other actors dying like flies all around them.
