Health Bill

: I was going to say something but the noble Baroness has said it. However, I cannot resist saying how much I enjoyed my noble friend’s speech. I was rude enough to comment on the Minister’s misery at the beginning but that totally changed and he had a smile on his face. He, too, enjoyed it. I hope that means that he will be sympathetic to the point that was made. As I was thinking about this not being allowed, I imagined a future historic drama depicting Harold Wilson, a former Member of this House and a distinguished member of the Minister’s party. The idea that someone could portray him on stage without a pipe is unrealistic. I should not have thought that enforcing this proposal would be too difficult. On the contrary, enforcing the ban is a job for the local authorities, and I think that one can rely on local authorities’ discretion in deciding whether the exemption is being used unrealistically. I do not think that there is a great problem in dealing with this matter, and, in view of my noble friend’s speech, I think that it deserves a commendable reply.
