Proceeding contribution from Baroness Masham of Ilton (Crossbench) in the House of Lords on Monday, 24 April 2006. It occurred during Debate on bill and Committee proceeding on Health Bill.
Health Bill
Will the noble Lord’s amendment include prisons? Why should prisons be exempt? I spoke on this matter on Second Reading. I cannot think of anything worse than a non-smoker being shut up in small cell with somebody who is a heavy smoker. This matter ought to be looked at. As neither Members of the House of Lords nor prisoners vote for Parliament, surely they should be treated the same.
