Proceeding contribution from Lord Stoddart of Swindon (Independent Labour) in the House of Lords on Monday, 24 April 2006. It occurred during Debate on bill and Committee proceeding on Health Bill.
Health Bill
I thank the Minister for giving us the assurance that the regulations would be affirmative, not negative, orders. However, I really believe that this is one of the most dangerous clauses in the Bill. It will give the Government carte blanche to introduce by order a ban on smoking virtually everywhere except those places—people’s homes, prisons and what have you—which have been specified in the Bill. I may be misreading this; unlike the noble Lord, Lord Clement-Jones, I am not a lawyer. But even I, as a non-lawyer, could make very great mischief with this clause. I was not reassured when the Minister very honestly said that stadiums could be included. That could mean football and cricket stadiums. What about the Olympics in 2012?
