It may be a little while since the noble Lord has been to a football stadium or a major sports stadium. Increasingly, the stadiums are already entirely smoke-free. Indeed, since 1 January, the Cardiff Millennium Stadium has exercised an entire prohibition on smoking on the premises, to the universal delight of the people who go there and the staff who work there. It is already happening and it is very important that sports stadiums are covered, because there is nothing worse than sitting in a seat where the person next to you is smoking, even though you are technically in the open air.
