That in no way assuages my concern about the clause. After all, those decisions are being taken freely by the owners of the stadiums. That is quite different from being told by the Government, by law, to have their stadiums smoke-free. They may not wish to do it; a poor local club wishing to attract people may not want to debar them from watching the local football match simply and solely because they cannot smoke in the not-very-well covered seats. It is completely different. It is the Henry VIII power contained in the clause that worries me. Once people have the authority, it is surprising what they will do and what power government-subsidised organisations such as ASH have to put pressure on Ministers. Believe me, this is not the Bill to end all Bills. There will be further pressure because the end game is to ban smoking completely. This is a very dangerous clause. The amendments are very reasonable and mild. They seek merely to rein in the Government a little. The clause should be taken out of the Bill and I hope that at Report there will be an amendment to do just that.
