Health Bill

The noble Earl, Lord Howe, spoke to Amendment No. 25, which is more restrictive than my amendment. I certainly have great sympathy with his amendment. I shall make three comments. First, I thought that I heard the Minister say that the Government’s attitude to the regulations would be dependent on the consultations in the Welsh Assembly and the proposals that arise from them. I am not sure whether the Minister is having a chat or listening.
