National Lottery Bill

moved Amendment No. 5:"Page 6, line 14, at end insert ““, and" (e) such other persons as he thinks appropriate.”””” The right reverend Prelate said: My Lords, I am encouraged to bring back this simple amendment because of its sympathetic reception in Committee. It is simply a matter of incorporating into the Bill what is agreed by all to be good practice, in order that those most affected by any transfer of funding will know for certain that the consultation will take place. The need for such consultation, outlined by the right reverend Prelate the Bishop of Southwell and Nottingham, is well known from the records of earlier proceedings, as is the Minister’s response. However, I am emboldened to press the matter for one good biblical reason. Joseph, he of the technicolour dreamcoat, was extremely well treated by Pharaoh when in Egypt, as was his family—until, so we are told, a Pharaoh came along who ““knew not Joseph””. Then it all went wrong. The children of Israel ended up in slavery, and Pharaoh did not do very well either. While assurances may be enough for now, who knows when a Minister may come along who knows not the right reverend Prelate the Bishop of Southwell and Nottingham and his like? It is better to be safe than sorry. I beg to move.
