Safeguarding Vulnerable Groups Bill [HL]

I thank the Minister for his full response to my amendments. I want to point out that there must be some misunderstanding. It is my understanding that I tabled Amendment No. 53 prior to the Minister. I thought that the usual channels had accepted that there was a terrible mistake and that it was an Opposition amendment supported by the Government. Clearly, the Minister is under the impression that it is the other way around.
