Safeguarding Vulnerable Groups Bill [HL]
An individual who accepts a caution is admitting guilt for the offence in question. Therefore, we do not believe that it is inappropriate. We are referring to very grave offences. The acceptance of a caution is a grave act. In the case of these very serious offences, we do not believe it is inappropriate that the acceptance of a caution should lead to an automatic bar. Of course, it will be important that individuals are aware of the gravity of the admission that they are making in accepting a caution. But, given the nature of the offences concerned, we believe that that will be the case.
