Safeguarding Vulnerable Groups Bill [HL]
Perhaps I may make one small point in response to these technical amendments. I am not a very experienced Member of your Lordships’ House but I have been here for six years and I have worked on quite a number of Bills. It is unusual for so many technical government amendments to be moved at such an early stage. I wonder whether this has some connection to the speed with which this Bill has been put together. The Government had plenty of time following the Bichard report to produce legislation, and yet it seems that this package of measures has been brought forward in great haste after a certain amount of scandal in the tabloid newspapers about paedophiles working in schools. Does the Minister have any other explanation of why it is necessary to have so many technical amendments?
