Safeguarding Vulnerable Groups Bill [HL]

Perhaps I may say a few words on that point. I have some sympathy with the remarks of the noble Baroness, Lady Walmsley. However, it is reasonable to say also that the Government, quite rightly, had a great deal of pressure placed upon them, not least by Her Majesty’s Opposition and others, including the Liberal Democrats, to get on with the Bill. As a lawyer, I know that it is no easy task to draft such a difficult Bill, notwithstanding that its objective is to simplify and future-proof the system, to make it more flexible and to get rid of some of the dire loopholes. Yes, there was a delay in the Government getting on with it, but it is right that I should say—perhaps more from a legal standpoint than as a shadow Minister in Her Majesty’s Opposition—that I have some sympathy with the parliamentary counsel. They have succeeded in drafting a Bill—albeit one requiring technical amendment—in a very short space of time.
