Safeguarding Vulnerable Groups Bill [HL]

I rise to speak to Amendment No. 57 in this group. Before doing so, I hope that I may be helpful to the noble Baroness, Lady Walmsley. I believe that the Minister has already said that he and his department are devoting intensive consideration to appeals and findings of fact. I raised that point on a previous group of amendments. Amendment No. 57 would ensure that while a person is under investigation by the IBB they would not be able to continue their work in any regulated activity or take part in any regulated activity with either vulnerable adults or children. It would minimise risk until it was reasonably known that the risk either did or did not exist.
