My Lords, this amendment is a small measure to try to reduce the possibility of fraud. During our discussions of the measure at earlier stages, the Government did not appear worried about the possibility of fraud. If they are not too worried, we will have to accept what they say, but I hope the Minister will be able to reassure us in his response that the Government will keep a very close eye on these measures to see whether any evidence can be gathered on whether they are working properly or whether any fraud is going on. If fraud is going on, I hope that the Government will undertake to come back to the House, perhaps to apologise to the noble Baroness, Lady Miller of Hendon, and to reassure us that measures will be taken to make sure that two different fathers do not claim the benefits to which only one father is entitled.
