My Lords, let me be clear on the point. If the amendment were agreed to and the regulations to deal with annual leave were formulated in a different manner, notwithstanding that the regulations had been passed—they may have been passed earlier than the noble Baroness anticipated—they would cease to have effect because of her amendment. That would be the difficulty.
