My Lords, I am grateful to the Minister for that explanation. I was certainly aware that there was a box in our town hall at the local elections; I was not aware that staff at the polling station, who did not seem to be frantically busy, were able to take votes in. However, if that is the situation, my question has been answered. I beg leave to withdraw the amendment. Amendment, by leave, withdrawn.
