My Lords, it has been pointed out to me that the amendment tabled by the noble Lord, Lord Beaumont, is in fact here—Amendment No. 115, which I would have preferred to Amendment No. 105. However, as he does not appear to be here to speak to it, it does not perhaps make much difference.
