Electoral Administration Bill

My Lords, I find the noble Lord’s argument on this fairly persuasive. It is a serious matter to turn negligence into a criminal offence of this kind, and it is desirable that the treasurer should be prosecuted only if he actually knew something, or simply did not bother to investigate the facts to an extent that he knew perfectly well that he should. I support both the amendments in this group.
