Proceeding contribution from Lord Addington (Liberal Democrat) in the House of Lords on Wednesday, 17 May 2006. It occurred during Committee of the Whole House (HL) and Debate on bill on Violent Crime Reduction Bill.

Either you let the whole thing happen and allow people to see if it works, or you do not. That is the thinking behind the amendment. Either you have a chance to implement it, or you do not; it works or it does not. That is a brief outline behind the thinking behind the amendment.
