Proceeding contribution from Lord Lucas (Conservative) in the House of Lords on Tuesday, 23 May 2006. It occurred during Debate on bill and Committee proceeding on Animal Welfare Bill.
Animal Welfare Bill
Indeed. What is a circus? I do not know whether there is any definition of it. The noble Baroness, Lady Miller, seemed to be spreading it fairly wide to include dressage, so why not horse racing for that matter? I hope that we will not legislate on the basis of the Napoleonic model that only what is permitted is allowed. I prefer our arrangement of banning specific things and allowing people the freedom to do what they want outside that.
