Proceeding contribution from Lord Rooker (Labour) in the House of Lords on Tuesday, 23 May 2006. It occurred during Debate on bill and Committee proceeding on Animal Welfare Bill.
Animal Welfare Bill
That is what my noble friend said to start with. He referred to autobiographies of circus trainers. That is what I heard and what I took him to mean. He was not talking about pets and domestic animals. The answer to the noble Earl’s question is yes. A working party that is not balanced is useless. It is no good fixing it and loading it one way or the other as we would not get a balanced report that would be acceptable to the House.
