Climate Change and Sustainable Energy Bill
My Lords, I must ask the Minister about Portugal. In a debate in another place, it appeared that Portugal had increased its carbon emissions by 92 per cent. Does he really think that we should follow that route? I cannot think why he keeps citing the example of Portugal, when it is the smallest energy producer in Europe. I do not know why children were kept awake at night in Portugal; surely they have curtains and shutters like everyone else.
