I briefly intervene because, as on previous occasions, I turn to the Explanatory Notes on the Bill, provided helpfully by the Government, which contain an explanation in the case of private Bills. The notes state that,"““proposed Measures procedures . . . are likely to include an opportunity for individuals affected to make representations to the Assembly, as in the case of private Parliamentary Bills””." But there is absolutely no comment at all on, or explanation for, the expedited procedures referred to in the first of my noble friend’s amendments. The Government have not chosen to deal with the matter in the notes and therefore there seems to be a very important reason for having a clear explanation.
