I am grateful to the Minister for that further clarification. I note that he views with some disfavour the possibility that the order—in other words, secondary legislation—might contain the question to be put in a referendum. I remind him, yet again, of what was said by the Delegated Powers and Regulatory Reform Committee in paragraph 37:"““We draw to the attention of the House that it is unprecedented with a devolution referendum for the wording of the question, and of any statement preceding it, to be left to subordinate legislation””."
